Halifax Regional Municipality Welcomes Marnie Cluckie as new Chief Administrative Officer

KBRS is pleased to have assisted in the appointment of Marnie Cluckie as the new Chief Administrative Officer (CAO) for the Halifax Regional Municipality. The following is an excerpt from their recent announcement.

Halifax Regional Council has appointed Marnie Cluckie as the new Chief Administrative Officer (CAO) of the Halifax Regional Municipality. Ms. Cluckie assumes her responsibilities as CAO on Sept. 23, 2026.

“I want to congratulate Marnie Cluckie on her appointment and welcome her to the Halifax Regional Municipality,” says Mayor Andy Fillmore. “With extensive experience leading complex municipal operations and a strong track record of driving transformation, she brings the expertise to help guide our region through a period of continued growth while ensuring residents continue receiving the high-quality services they expect and deserve. I look forward to working with Marnie and the entire municipal team as we strengthen our focus on delivery, build public confidence and continue creating a municipality that is ready for the opportunities ahead.”

Ms. Cluckie joins the Halifax Regional Municipality from the City of Hamilton, where she currently serves as City Manager. Previously, she served as Chief Administrative Officer for Niagara-on-the-Lake and held senior leadership positions with Halton Region, Niagara Region, Halton Community Housing Corporation and the City of Hamilton.

“I am honored to become CAO of the Halifax Regional Municipality and grateful to Mayor Fillmore and Regional Council for their confidence,” says Marnie Cluckie. “This is a vibrant municipality with real momentum and an exciting future. I look forward to working with Regional Council, municipal employees, community partners and residents to listen, learn and support the work underway. Together, we will continue to focus on responsive public service, strong partnerships and results that residents can see and feel in their communities.”

Ms. Cluckie holds a Master's degree in Leadership and Organizational Development, a Bachelor of Architecture and a Bachelor of Environmental Studies. She is also a Professional Certified Leadership Coach and has completed executive-level certifications and training in strategy, change management, leadership, economic development and project management.  

As the senior administrator for the municipality, the CAO oversees a municipal budget of over $1 billion and a team of approximately 5,000 employees.

The Executive Standing Committee (ESC) participated in the extensive candidate search process with executive recruitment services support from KBRS. Members of the ESC include Mayor Andy Fillmore, Deputy Mayor Patty Cuttell and councilors Cathy Deagle Gammon, Laura White, Nancy Hartling, John Young and Janet Steele.
