The Role
Horizon Health Network is seeking a dynamic, strategic, and collaborative healthcare leader to serve as Clinical Executive Director, Surgery Program. Reporting to the Vice-President, Clinical Operations, and working in a dyad partnership with the Medical Executive Director, this executive role provides strategic and operational oversight for all Perioperative Services across Horizon. This is a senior leadership opportunity for an agile and experienced healthcare executive who thrives in complex environments and is passionate about advancing clinical excellence, operational performance, and patient-centered care.
Key Areas of Leadership and Oversight

Strategic Planning & Performance: Lead the development and execution of the Surgery Program’s strategic and annual operational plans. Establish clear objectives and KPIs aligned to organizational priorities, and drive quality, efficiency, and performance improvement initiatives.

Collaboration & Stakeholder Engagement: Build strong partnerships with regional and community stakeholders. Foster open, consistent communication with Horizon Program leaders and team members to promote collaboration, alignment, and high engagement.

Program Delivery, Quality & Financial Stewardship: Oversee program performance by monitoring monthly budget variances and proactively addressing financial pressures. Ensure excellence in care through the design, implementation, and evaluation of robust quality improvement processes, while driving accountability for organizational priorities and best-practice adoption.

Patient & Family Engagement: Champion a patient- and family‑centred approach by implementing effective mechanisms to address feedback, concerns, and inquiries. Monitor clinical outcomes and service effectiveness to identify opportunities for continuous improvement.

Leadership, Governance & Reporting: Provide strong leadership aligned with organizational design principles and regulatory requirements. Cultivate a culture of continuous improvement and prepare high-quality reports and presentations for administrative and board committees as required.

Qualifications and Experience
While the Search Committee recognizes that no one candidate is likely to meet all qualifications in equal measure, those listed below are desirable and will be used to compare candidates.

Master’s degree in business administration, healthcare management, or equivalent education and experience within a regulated clinical profession

8–10 years of progressive senior leadership and administrative experience within the healthcare sector

Clinical or management experience within perioperative or surgical service delivery environments is preferred

Demonstrated experience leading complex programs, large interdisciplinary teams, and system-wide initiatives

Strong knowledge of healthcare regulations, accreditation standards, quality frameworks, and performance management

Advanced written and spoken English required; French language proficiency is considered a strong asset
